Abstract for ATNC Outlook 2007 - Informalization and Union Organization of Government Employees in Taiwan

The temporary and contractual employees in governmental organizations have been long time existing in Taiwan. They don't have job security like permanent employees and receive lower working conditions. In July of 1987, Labor Standard Law expanded its covering boundary. So the mechanics and laborers in government organizations are protected by Labor Standard Law since that time. And later on some of these mechanics and laborers set up their own unions. But except the mechanics and laborers, there are still many more temporary and contractual employees who are not protected by labor laws.
 
About the same time, Taiwan government started to launch Government Re-structuring Campaign. Part of the goals of the Campaign is to reduce the labor cost of public services, by dismissing temporary and contractual employees and out-sourcing. During 2004 and 2005, there are many labor disputes due to the lay-off of temporary and contractual employees.
 
Not only temporary and contractual employees, but also permanent would be affected by the Campaign. According to the planning contends of the Campaign, some positions of the permanent employees would be replaced by temporary and contractual ones. Even the remaining permanent positions, employees would face more achievement-oriented management, like loosened job security and achievement-based salary.
 
The informalization of government employees just like the privatization of national-owned enterprises, it's the state leading the down fall of working conditions level. Once the law protection of public sector is worsened, the working conditions in the private sector would be affected also. This research tries to figure out that the existing working conditions of temporary and contractual employees, the union organization of the mechanics and laborers in government organizations, and the ideological resource of the Government Re-structuring Campaign, as a reference of Taiwan labor movement about how to confronting this situation.
